It's fair to say that top of the foreigners can compete with the mid-tier koreans given what we've seen from dreamhack. They're still far from competing with the best.
Top foreigners have been about as good as mid tier Koreans when playing at foreign LAN's for about two years now (not the case when they play in Korea where foreigners are more like low Code A/Code B level in terms of performance). It's not really a new development at this event or in HOTS.

There is very, very small sample size for top foreigners playing in korea. But even then you could see players like nani, huk and Stephano have respectable performances in the GSL and Stephano in PL.
