I want to know what sport you watch. i did not said anyting about fining the audience. In eg. football if crowd boos like that FIFA or other gouverning authority sets fines for the crowd's team. In volleyball if a host venue's crowd acts like that, the venue may lost rights to organise pro matches of a certain league
