He didn't have a superior army or anything. He went all in on getting a superior army through air units and it just didn't happen. | ||

He had worse economy, ofc it's not going to happen :/ Towards the end Legend even showed us Roro had 0 income and yet he never attacked. Miya's army only got bigger. Roro was the one who had to make something happen but he refused to attack. | ||
