plus, the protoss will always be more cost efficient than the zerg. so if you let him mine out his half of the map and you do yours, you're in quite some trouble.

If it were as simple as it being an offshore/onshore problem, then there would be licensed online gambling sites in the US by now (UIGEA passed nearly six years ago).
In this particular case, the UIGEA (which did not change the legal status of any forms of gambling) isn't as relevant as the Wire Act of 1961 (prohibiting interstate sports betting) and the Professional and Amateur Sports Protection Act of 1992 (effectively outlawed sports betting in 46 states [horses, dogs, and jai alai excluded]).
