Because viewers can't see every part of the game on the screen, unlike all these other sports. This means there needs to be someone explaining what the observer is showing. Otherwise, without controlling the view, watchers would get lost.

Due to how SC2 is atm (casters being bigger personalities than players almost), it's part of the attraction of coming out to a live event. yea i know, but it shouldnt be like that. live events should try to evolve and get away from that attitude

Yep, long time ago. Even Artosis called him a cheater, iirc. Never got confirmed though, Leta said it was just an eyeroll. And Artosis simply has something personal against Leta :p
