the meta was like that in korea back during wcg we saw it a lot, it went out of style for some reason.

Korean do that sometimes. especially when there is about even air forces.

Maybe they stepped up their inhouse training? Proper training will almost always outshine raw talent.

Why would you go Raven in this scenario?
You have to take forever researching all the relevant upgrades, when 2 bc's can go win the game as long as you've taken air control.

You know, I think that is a really interesting thing to observe. I think, and I might be wrong, that the Code S type players often will not be the first to innovate and will stay on more standard late game strategies for a long time and win with it because they are just mechanically superior, not necessarily because their strategical play is.
Still so much to learn and discover in SC2.
