It's better against non FE builds. Phoenix has become really popular in PvP because it's a strong opener against 1 base tech, but phoenixes can't punish FE builds well which have also become a lot more common. Both phoenix and FE builds have become really popular on the ladder and a lot of koreans use them, just not it in the GSL.
