Here's my shot at explaining it, maybe you'll have an easier time next time you're asked: Both pieces of legislation are attempts, heavily sponsored by the entertainment industry, to curb copyright infringement online by blocking websites that host or link to it. However, the bills utterly fail to prevent piracy, as they don't provide any mechanisms to actually take down the copyrighted material. Instead, upon a filed complaint (accusations do not need to include any proof, nor is there due process or ANY investigation), the authorities are instructed to take down the ENTIRE DOMAIN. The current versions of these laws also require DNS providers to block the domains and search engines to block them. Both these previsions are under heavy attack, but are still in the bills. There was a big amendment (the "manager's amendment") made to SOPA that clarified its scope as purely against poorly-defined "foreign" websites, leaving domestic companies in the purview of the horrifically abused DMCA, though it will be hard to suggest any website isn't affected by the bill. My current example of the overreaching that these bills would provide: A driver is accused of speeding. Without any evidence to support the claim, the entire nation's highway system is closed and erased from every map. | ||
