Well the next player is chosen from each of the teams after a match is finished, and most commonly the maps are pre-determined so a lot of the player strategy goes into that.

If so, Isn't it very luck dependant? I could see a scenario where a team goes "Ok, I'll send this TvT specialist and I hope they send out a Terran".

They choose based on which race seems better for that match up or which player is most confident on that map. And yeah I believe they submit the players who they're going to pick independent of the other team's choice. Some seasons ago the BW Proleague released the matchups prior to them being played (so players could actually prepare before hand). But recently they've kept it under wraps so that no match fixing can take place.

Also, that the part you say about luck dependence is one of the attractive factors. Players need to be all-rounded enough to play all 3 match-ups. It kinda rewards skill a bit more rather than just pure strategy alone.
