I don't understand what your trying to say. Whitera was banking 3000 - 1500. He could Make 4 - 6 archons and lots of zealots and idra cannot do anything as he could only afford a few roaches + zerglings.
Whitera was ahead on bases as well. Until idra had enough forces, he would have lost his fourth and it would be 3 bases to 5 bases.

Should he max out on zerglings which are pretty useless at that phase and throw those into ra's army simply to keep his money low?
He built drones and spines, thats pretty much all he could do at that point to "sink" minerals. He should have expanded and tried to take 2 gas bases, but white-ra's warp prism denied that. Sucks to be Idra, but whitera played a very strong game (on a map version which makes it very difficult for Zerg. That front wall was almost impossible to break without broods).
