Edit: Of course as the parents have the duty of care they have to make sure their kids don't linger around at times they should be at home...

It applies to any public events. A supervisour is required for people under 16 to stay longer than 22:00 or for 16-18 to stay longer than 0:00

in theory "outside" is allowed IF they are on their way to somewhere. Loitering in general is not allowed after midnight, but seriously is that really the biggest issue to discuss now?
(esp. if we basically agree, the relevant statues really don't present a problem for this tournament)
