My round1 i had a bye. No matches. Round2 ihad a pvp which ended with a fast 4g. I had a long delay between my next games and had watched his stream while waiting for my round 3 which was a pvz. I closed the stream, but, left chat open and didn't notice. That's the whole story T-T
It just seems odd that you decided watch the stream of your future opponent and happen to forget to leave the chat afterwards.The chances seem slim, but who knows. Even reading the chat could be an advantage, and is suspicious. Let's hope someone looks into it officially.

Rules are pretty clear, no streams on the background. He admitted he had it open, whether he used any of the info is clearly up for debate whether he should get banned from the tournament is (from what i read in the rules) not?

I may be stating the obvious here, but the reason they say you aren't allowed to have a stream open is for if a TL caster is casting your game, and they don't want a player watching and listening during that, which makes sense.
However, shouldn't there be a rule that you aren't allowed to stream if you are playing a tournament game? Then incidents like this wouldn't occur, and there wouldn't be any unnecessary drama. You aren't forced to stream, so if you stream and they watch it, that's your loss.

You're IMO neglecting the obvious. You're looking into why the rules are what they are, you should just look at them and apply them (imo).
Otherwise there is literally no point in having rules, then you should just call them guidelines.

Some tournaments do have this rule, but unless you just prohibit live streaming altogether (including casted games, not just FPV streams), then you're never gonna get away entirely from issues like this.
I could probably have given Stealthy the benefit of the doubt on this one, since I understand scouting out potential opponents beforehand and forgetting to close the chat can happen. However, then I actually played him in the next round, and he did not strike me as being particularly good. I mean, he was probably a bit better than me (since I lost and am pretty sure he didn't stream cheat me because a)I told him I didn't, and b)my Bnet ID isn't the same as my TL one), but he certainly didn't strike me as the type of player who could have taken a game off a pro. You'd think if that was the case, I'd have been completely owned, and IMHO (as a diamond Zerg), I wasn't.

You might be right there, i'm not going into that discussion.
Fact is you can't change the rules at will. There were rules for this TLOpen, they should be enforced. If they were bad they can revise them for the next. Everyone participated in this tournament knowing the rules, you can not alter them, maybe Dragon wouldn't have streamed under those other rules so it would be unfair towards him etcetc.
