In PvP to expo you need to be super lucky that it goes unscouted for a while or hope the other person just doesnt attack you ever which is unlikely to happen. OR you can push and do a lot of damage such as is the case in the gasless pvp adelscott once used but thats only good in shorter-mid distances IF you can kill 5 or more probes and they opponent was cutting probes.
