Felt like Jinro had the better tactical play (tank positioning/multiprong tank pushes)
but oGsNada had better macro (pretty much instant remax) and a much more emphasis on defensive play.

I'd rather watch the strong players in the RO16 in Bo3/Bo5 instead of Bo1.

They probably don't want to risk dropping down into Code A, which would be the ultimate humiliation for any Code S player. As stated by a recent TL editorial, Code A is the Wild West where a player can easily drop out of GSL completely if they get an unlucky first round. Dropping to the Code A/S up/down matches is the first step to a player's career demise.
