Like there is some not-obvious problem with the setup that makes the games just sort of flush out really fast.

I would suggest just randomizing the order and skipping mayor day next, get people scumhunting straight away.

Like in a normal mafia game, people give up on the game usually about 3 cycles in, or activity drops significantly by then. So maybe the trick is not to "waste" an active cycle on the mayor stuff.
