Ok, so let's say it's about to be MYLO. Let's say there's 5 players left, and 1 of them is scum, and it's night. Scum's gonna shoot someone and it'll be 3 town, 1 scum during the day.
In this case, the vigi COULD shoot himself during the night, and assuming his shot doesn't stack with the scum shot, there will be 2 town, 1 scum during the day, increasing town's chance of lynching scum if there are no confirmed townies.
HOWEVER....
shouldn't the vigi just shoot someone else? It creates a chance he'll shoot the last scum, and if not, it's the same thing going into the day, 2 townies, 1 scum.
This seems like it could literally only be better or the same as him shooting himself.

Add in a breadcrumb for who you're shooting and BLAM confirmed townie: either you killed a townie and turned MYLO into LYLO, but added yourself as a confirmed townie. OR you shot scum and prevented MYLO for another whole day (and don't worry, you'll die next night. Scums hate confirmed townies at lylo)

If the situation looks like he'd be the target of the probably mislynch, shooting himself would prove his innocence without causing a loss at mylo.

"Veterans can survive one night attack". Does this mean veteran can survive all attacks that happens in one night in which he uses his veteran power? Similarly, can medic protect a person from multiple attacks that happens in a given night?
Veteran's have a single extra life. That means if they are shot twice at night they will die. If they are shot on more than one night, they will die. Medics can only protect one person, per night.

No, they lose their bullet. They have one shot and if their target is jailed, they fail. If they are roleblocked, they fail. Their shot is not refunded in any circumstance.

In minis and small games, the "no refunds under any circumstances" rule is pretty normal. In particular the "no refunds when shots were stacked" rule prevents the vigi from knowing exactly what happened if his target died but nobody else did (ie roleblock, medic save, a vet was shot, or mafia stacked shot with him could all explain it).
