This is an excellent idea. Unfortunately, based on conversations with the admin, it's unlikely that it will be possible in the immediate future.
Liquid Enterprises has only a limited number of IT resources they can devote to projects. Projects like "get the community boards like News shared between sites" get priority because they potentially affect thousands or tens of thousands of users. Features that help the whole website, or even just one website like teamliquid or liquiddota, get a good amount of priority because they affect thousands of users. Projects that affect one large board like changing moderation on community news, or changing how TL Spotlight works, get a decent amount of priority since they affect hundreds of users.
Something like "TL Mafia is also visibile on Liquiddota and Liquidhearth" is certainly something TL staff would like to do, but it will be a feature that benefits like, 100 people tops. So it's hard to justify them prioritizing it over something like making other forums mirrored, or other site management and feature upgrades. Any time spent on one project has to be taken away from another, and something like mirroring forums is a fair amount of work.

You have to wonder how much resources would really be needed though. They've already got the template with the Other Games, Sports, Media & Entertainment subforms all showing across multiple sites. I get that other projects are obviously a higher priority, but this seems more like a quick enhancement with a little bit of testing required, rather than a project in itself. Of course I have no idea about the logistics and there may be valid obstacles, but if it's an easy change, then maybe it's worth a formal request? I'll go whine to GM so he can ignore me like the jerk that he is.
Alternatively, we add a monetary fine to the ban list where all proceeds cover developer costs

it's a small change. Assuming TL has any sort of template (it does), it's genuinely a few minutes work, half an hour tops.

Given that you nor I know nothing about the actual architecture of the site, this could be a gross overestimate, spot on, or a horrible underestimate. For now, I will trust the earlier info from someone who has actually talked to an admin about this. Seeing as that admin apparently said it would take some doing, we can safely assume it's more than 30mins.

edit: essentially it should be adding an url to an existing list of urls. Then there may be some style/format to apply across the different sites, dunno, but if that's set up sensibly it shouldn't take long anyway.

That's to make the front end look nice. On the back end it may require database synchronization, because I have no clue whether the sites share the same back end. Even if they do share the back end there may be configurations and security settings that need changing to access the right table. Then there's testing to make sure your tinkering didn't break anything.

OK, so now I'm thinking maybe a signups thread in Other Games? Or perhaps in the blogs section? I'm trying to figure out a way to host Student Mafia V so that it's visible to our sister communities, and also leads back to TL Mafia. Alternatively, I could post a signup thread here and host the game thread there. Also debating, should the first outreach game be to the LD community, or to the LH community? I think the LH community might be slightly more active, but it's tough to say.
