Because of a ridiculously high skill-cap. When he gets played by the right people he shines. Mostly people build him incorrectly/doesn't understand what to do when they fall behind.
Soloqueue doesn't really matter when it comes to balance.
I'm not saying that he shouldn't be a good champion, or that people shouldn't be awarded for playing a high-skill-cap champion really well.
I just want his E to not ignore CC.
