First, there's only evidence of a single game. If you want to punish him as if he did this for hundreds of games, the burden is on you to justify why that should be the case, when no one has found any evidence of more than one game.
Second, what he did is obviously, blatantly not elo boosting, and the fact that you want it to be so you can punish him more doesn't make it so. The man can literally set his MMR to anything he wants. It's as plausible as Apdo hiring an elo booster for himself. But more importantly, there were no duo queue restrictions back then. If he wanted to get boosted by duo'ing, the guy could have played on his own account. So if you want to call this elo boosting, you have to pretend that Tryndamere is trying to elo boost his smurf, and that he decided to play a duo game with the guy doing it. That is completely implausible compared to the much more likely scenario that he wanted to play a ranked game with a friend who got banned, so he shared his smurf account with the friend.
By your definition of "elo boosting", every single instance of account sharing with a higher-MMR player is "elo boosting". And sure, you could define "elo boosting" to be that, but then you don't get to say that he should be punished like a similar "elo boostee" because all of those cases of elo boosting involve actual boosting and not just account sharing.
(This is mainly what leaves such a bad taste in my mouth about all this. No responsible journalist would have ever called this elo boosting, but the guy who wrote the article wanted to get as much attention as possible, so he called it that.)
Third, no one gives a shit about account sharing, then or now. Even today, you just get warned for account sharing: https://esports-assets.s3.amazonaws.com/production/files/rules/NALCS_Penalty_Tracker.pdf People making shit up about how a similar player in Tryndamere's situation would have their career ruined - I mean, Slooshi's career might be ruined but it ain't because he shared his account this past season.
So the reason I bring all this up is because the appropriate punishment here is zero. I dare you, write in a support ticket to Riot and confess that you shared an account once on a ranked game four years ago. What are they going to do to you? Absolutely nothing.
So once you accept that premise - that Tryndamere had literally no obligation to punish himself - then Tryndamere giving $10k to charity is all upside. It's a symbolic self-punishment for something that no one cares about today, and certainly no one cared about back then. It's not a crippling punishment to him because it shouldn't be, and it is still way more than he was required to be punished had he been an average player.
Is it a PR move? It's only a PR move because he's publicly announcing he did something nice. But ... he did do something nice. He had to address these concerns, and did so in literally the most barebones way possible. I challenge you to come up with a different tweet that he could have issued that would have satisfied you/Reddit. Sure, it shows him in a good light, doing more than he has to do, because that is exactly what he is doing. At the end of the day, I'd rather have a CEO that gives to charity and "brags" about it than a CEO that doesn't.

Well, I should didn't matter as per Riots old rules before they suspiciously edited them 3 hours ago today. Huh. Interesting. There was a very specific clause in there that said it didn't matter if a rank was actually achieved, and it didn't matter how many games it was. It also said it didn't matter if the intention was to gain ELO, that a higher level player logging on your account and gained ELO that was ELO boosting... this is now gone and it says the specific purpose has to be to gain ELO. https://support.riotgames.com/hc/en-us/articles/201751834-MMR-Elo-BoostingNice of them to cover the bosses tracks like that. Nice try, conspiracy theorist. Here's that identical page from last year. I find the Tryndamere "Elo Boosting" to be mostly hilarious, and find Merril's response not quite tongue-in-cheek enough for my tastes, but alas. The real problem is that, IMO, none of the 4 people that make up LOL's best casting duos in history Deman-Joe or Monte-DOA will be at worlds. Also, I don't even find Monte's lack of invitation that bad , Riot's own color casters are decent when you count Deficio, Jatt, and Kobe (Papasmithy going makes the LS invitation questionable, almost like intentional Riot grave-dancing), but they should have told DOA 12 months ago to mark his calendar and name his price. The Riot Play-By-Play guys are just straight up bad.

Man. This Monte vs Riot shit is awesome. The real loser here is the viewers for having to mute so they don't have to listen to LS. But you just know how salty Monte must be because he got replaced by LS. Like that's top tier trolling by Riot.

Also LS is a pretty good replacement for the Monte/Korean bad guy role that he took at Worlds.

I guess it looks really, really bad for SPOTV if Riot takes no one from their team. But I mean, if you're going to get mad that Riot hired no one from your staff, maybe reconsider your staff hiring standards such that it doesn't include people like LS?

Also, just in general, one of worlds issues is they always end up jamming together tri-casts, and it doesn't work for a lot of the casters.

I think riot's obsession with tri-casts is more of a wwe "put the caster fans don't respect over" imo it's most evident in how infrequently riot goes to their standard pairings even in playoff rounds

In the WWE, they use a 3 caster system. A play by play guy, a color guy that talks up fair..uh, play? and "good guy" wrestlers(face or babyface), and lastly a color guy that talks up the "bad guy" wrestlers(heels). "Putting somebody over" is the process of putting a wrestler through a storyline that make them sympathetic to the crowd. Usually this is turning a heel or neutral wrestler into a face, but some heels are popular.
So in this example, Riot puts two casters that don't have a built up synergy with a caster they want to improve the reputation of and make him the star of the cast.

Ic. I thought in wrestling they just had the fat guy and the guy with the hat?

sorta, more or less referencing, wwe signs a guy they think has talent to be a champion. He wrestles a few times and fans don't care/like him not getting into it. wwe will the pull out one of the legends to talk about how much the like him and how they could never beat him etc. or have the new star trash the biggest heel at the time to put new guy over.
for example, you could pair Pulse with Kobe, and have Kobe pump him up to the audience during the breaks.

It may be due to the trade being prematurely announced. All roster movements have to be approved by Riot (I think).

It would make sense that it isn't official since it happened when the rosters were supposedly locked.

Yeah that's definitely not going to set a public precedence for people to abuse in the future.

Yeah that's definitely not going to set a public precedence for people to abuse in the future. Then Riot can get huffy and then change their rules afterwards.
