That is a big change. It's an auto reset which is interesting. And it has a 3 second CD if you haven't shun-po'd to that champion in 9 seconds so it's a lot easier for her to Shun-po in and trade and shun-po out in early levels.

I'm pretty sure they are going to have to give her back more damage.
I'm not really sure what these changes are supposed to accomplish.

These Kat changes just... make absolutely no sense? Like she just doesn't do damage anymore? I have no idea what they're trying to turn her into with this.

I think they just don't like snowbally champions. Because this is a team game they don't want you to be able to solo kill people or even want to so kills with assists are worth a lot more, and they don't want any one player to be able to carry games.
Kat's Q got buffed 35 damage in total late game, but most kat mains know how bad the early game is and how hard it is to CS. So if it's still W>Q>E or W>E>Q then Q's lower initial damage will make pushing lanes back and csing harder.
W seems rather weak tbh. The breakpoint is 150 AD. Any more and the new W is better. Any less and it's worse. So it'll always be worse in the early game and it's incentivizing hybrid builds which have really fallen out of favor since they made gunblade as efficient as AD or AP items. Hybrid builds tend to do mixed physical and magic damage and so don't make full use of multiplicative scaling from things like void staff or last whisper.
E no longer dealing damage is scary. Like the only way I imagine Katarina fighting is to E into someone, Q, W, then fighting it out for 3 seconds (15*.2=3) and shunpoing back out, but with a 60-160+.4AP damage drop on E, there's no way she's going to win any trade against a traditional mid. Especially if they just wait 1 second for the damage reduction to wear off.
Resetting autoattacks doesn't matter since you won't have attacked before shunpoing anyways.
I think it's interesting to potentially be able to shunpo every (15*.2*.6=1.8) seconds but the situations where she can make use of that are probably rare.
Kat won't have more than a 40% win rate if those changes go through. She's always been a terrible jungler so it's not like you can remove her from lane either.

I think they want to get rid of the burst from W/E. Right now, after Kat gets the initial reset, all her damage (at least in multi-kills) comes from W/E spam which you can't react to.

tl;dr of the kat changes is that once again, whoever is developing her doesn't have a clear role defined for her. she's meant to be an assassin but this change makes her into something of a bruiser with lower damage than any other bruiser in the game.
honestly even worse than her first rework done by shurelia way back when

This week must have been frightening as far as LoL patch notes can be frightening with the Riven and Kat changes for someone I know. He mains Kat and Riven in gold.

well I think the one thing that makes it so confusing (not that I agree with it) is I think Riot is attempting to remove the assassin playstyle completely from the game. And not even because it's OP, but because it's "not fun" at least that is the impression I got from the DFG context post.
I'm not even sure what to say about it from here as I'm completely opposed to this design choice so it's hard for me to be objective. When I read that post I was not expecting this drastic of changes I'm really scared what happens to Fizz next because he was also mentioned in that post, at least if they don't change his W (having non scaling % health) I think he can fall back on bruiser builds which are really only bad because assasin builds are so good.
Not really sure what to say about Kat I don't think it will go live like this, completely removing damage from E seems like it warrents not nerfing her other damage at all to me, I feel like one of the two will get reversed but hey I've been wrong before

I already received skin and I got ranked restricted in S4. And it was pre-season already iirc. I just changed servers from EUW to EUNE and I didn't have to win those 38 normal draft games.

Maybe she is supposed to be like Juggernaut where as long as she is moving she takes no damage.

Probably the same thing they patched out when Voyboy played her top. Tanky cc-less reset champion dealing decent sustained damage.

that is exactly what you are reading, and precisely why riot needs to take more input from the people that actually play the characters when trying to decide on these kind of reworks

Interesting assassin gameplay is only "unfun" when you are unable to react to it, like with high ping and skillshots.

Something like a bruiser with no CC that might be viable... Master Yi, I guess? What does Kat have over him? Mobility? Hardly. Damage? Good joke. More tanky? Well, Yi has a disjoint and Meditation, so that's situational as well. I can't think of many advantages that new Kat would have over Yi, and Yi isn't even good.
