For ranked play Offense/Defense seems universally better. 2/3rds of the time I even run 1/13/16 on Supports. I really would like to play around with 21 utility more often. What champions are best suited for 21 utility or is it optimal on any of them? I know there's a certain type of vladimir that ran 21 utility that reapered created. Here's an example of it http://www.probuilds.net/guide/EUW/1092461822/20321774It pretty much focuses on the speed and spell vamp from it to become king afk split push bitch vlad I've tried similar builds to this on Kennen since he can take full advantage of pickpocket, cdr, 3%ms, LS/Vamp. But that leaves him so squishy without 9 defense and he can easily take advantage of 21 offense. 21/9/0 vs 9/0/21 with top lane Kennen (9/9/12 feels very lackluster, i've tired) 21/9/0 lets me bully around most melees with ease especially since I like to start 15 AD runes against many melee tops. 9/0/21 would let me kite and poke better against harder lanes that I would take scaling AP runes but also lets me kite and chase opponents i want to bully with 15 AD runes. But i'm also losing out on 9 defense that I would want in a harder lane matchup. Kennen can utilize both 21 Offense and 21 Utility very well and is flexible on runes depending on lane opponent. I tend to favor 21 Offense but am I just tunneling into cookie-cutter builds? Is 21 Utility just going to get out scaled by 21 Offense?
try 30 offense kennen with a couple lifesteal quints and hybrid pen marks

I believe what you asked would be considered a tautology.

The problem with the Olaf rework is that they made it so Auto-Attack focused. He can't autoattack without using ULT+Summoner in teamfights, so thats kind of a joke.
They should have made him Axe-Centric and gotten rid of the stupid amount of steroids, and let him spam axes all day.

I hesitated about making a joke regarding how she's way harder to play than Ahri though.
I actually prefer Cass' take on that theme because it's more roundabout and there's that irony/fake bitterness (from Cass herself) about it, while Ahri's is really straightforward (and in conflict with her lore saying that she basically joined the League to become human without having to drain people's essence [after seducing them so they'd be vulnerable] anymore).

Speaking of Cass, I'd be really interested to see a Noxus/Demacia patch like Freljord got. Nothing really needs to change (a lot of it is fine and interesting, like Galio/Poppy and Darius/Draven), but they left some stories open with the expectation that once their lore department got some traction we'd see more stuff. I loved the Jinx trailer (as you're aware lul), but lore > art/animation any day of the week.

Demacia/Noxus Showmatch pls. The end of the JoJ left that plotline entirely open.
Make it happen Riot. On Dominion even.

Being a gorgon kinda ruins her waifu appeal though.

Make it happen Riot. On Dominion even. If this was to happen I'm curious would people prefer community figures (So trick2g, guardsmanbob, neo pls), pros or a mixture if they were to ever do another lore match.

Make it happen Riot. On Dominion even. Na, Kalamanda was pretty well wrapped-up from that point of view. "Some people at the League and the JoJ colluded to try and create a conflict so that Kalamanda (and, conveniently, its recently discovered nexus) would be put under the Institute's authority" with it being implied that albeit guilty, those caught were set up by their "partners" (amongst which are Black Rose members and Swain) who manipulated them with such an intent in mind from the start, so as to provide closure, scapegoats, and protect themselves from investigation. So officially Nexus and Demacia were all "Oh, 0K, some people made fools of us all but we caught them, it's sad that our battle means the Institute will still protect Kalamanda in case we're in bad faith, but we understand it and we'll drop our different for the good of all".
