i think the ladder updates weekly on tuesdays. not 100% on that but that was the trend i was noticing a few weeks ago.
the teams that are actually going to have a shot at salary are already qualified for cali or in the top 10 or so of the ranked 5s ladder IMO

t3: gigglebros/we fly high no lie, Fear (without aphromoo), TINY TINA IS DA BOMB/Falafel gaming, FXO/clasik, 1 trick ponies, Team Normal Stars
t4: UR vengeance, Transcendence/complexity, Young Based God/Pulse, Top 16 team NA inc, Team TowerdiveTV, DVS
other teams i'm not really sure where to put
team MRN - their botlane is pretty swell but the rest of them? idk
Meat Playground - awesome team when they have 5 starters, but 2 of their starters are < 17 so who knows how they'll turn out
Nobody Important Died / AL - disqualified? no announcements yet. otherwise t2.
Small Dads GO to heaven - brand new team, even if they're great probably don't have enough time to become cohesive before the tourney
Teen Titanz - composed of all < 17 players, they'll probably be a force in a year
Abnormalize - is this Motion Gaming? not sure, either way, doubt they're going to be competitive
Team Goat Zoo - phantoml0rd's team, haven't seen enough games by them to judge them but doubt they'll be competitive, just based on the general atmosphere of the few games i HAVE seen on PL's stream
those are the 24 or so teams that even have a shot at going to cali, and of those, only the teams in the top 3 tiers can probably take games off of curse/quantic and have a chance to get salaried

they either lost in round 1 of the MLG play-in or forfeited, and then lost in round 1 of the IPL play-in to pulse. their recent play doesn't warrant a t2 placement imho

which team are you on?
and my analysis just comes from their placements in various recent events (ranked 5s ladder, mlg play-in, ipl play-in, go4lol) and watching scrims/vods/streams of the teams

Epik t3, lineup is weak though they have enough experience to warrant t3
if azure is in t2 then FXO should be to.
the only other one I disagree with is Quantic, dont know if you guys were watching the MLG quals, but we had a decent chance at beating them as a newly reformed team (MCRC)

I wouldn't consider Epik's lineup weak. They have a nice list of players that have plenty of experience playing with each other in the past. Dan, Westrice, Salce, cat8, and Nhat. Just the names alone should be able to carry them to the offline part of the qualifier.
Their lan experience will help them a fair amount too during the live portion. Can easily favor them ahead of TD, Meat, ex Quantic, Meat, the possible Aphroless Fear, DNG, and the other two MLG qualifiers. They would have likely qualified through one of those, but weren't around to try.

pretty sure they are using PGB as support not Nhat, and Dan is a really weak player on that lineup unless he decides to actually get in shape (because he doesnt need to and have been playing on teams for fun for a while rather than to try and win, see old EG laziest team around yet still able to win 1-3rd spots because of other teams not catching up)

Correct they have been using PGB, however for a Merry Christmas Nhat is now on the roster. Agreed with Dan being the weak link, but the past couple of weeks he has been in tryhard mode to improve.
Ohh overlooked that was last year, I'll have to ask him if he is going to play with them.

I wouldn't call him strong in relation to the new power levels, but he's definitely the cause of the successes of many past teams.
