It's not about self esteem or anything like that at all. The problem is that there are many avenues you can take to communicate with people in your own language (Skype, /w, Ventrilo/TS), and that the all chat and team chat is meant for the English language.
I personally don't mind nor care much about people speaking foreign language in my chat, but it is indecent to do so, and you could argue it violates the Summoner's Code (not communicating with teammates).

Also there's nothing wrong with talking a non-English language during a game, as long as the intended people can understand it. When we go in premades, most of the people I play with aren't good English-speakers, and it's even worse when I'm smurfing with beginners to show them the ropes. Then I just tell the pick-ups "I may not talk English every time, those are for xxx to understand better since he's a beginner" or something like that in pregame chat, and during the game I ping, point out the misses and wards, and make calls in English, but if I have some banter or advising to do with my premade teammates that don't relate to the other people I'll do it in French. Is it bad? No. And it shouldn't. The English, German, Polish or whatever teammate doesn't need me to explain him what my teammate's ult do, right? So I don't have to use English for it if the primarily concerned person has trouble with it, right?
I do report people in some cases though, for example when a premade answers me that they understand English at the start of the game, then proceed to speak in another language which we don't understand for all of the games, don't group up, don't ping, don't call the misses or wards or anything in any way, and generally don't communicate with us at all. If they make the effort to switch to English, or don't understand the language but follow the pings and stuff? Then at least they tried. But when they do as aforementioned, I report them for refusing to communicate since it's obvious they could, but they're voluntarily playing as 3+2 rather than 5.

Yes see... people doing THIS is an issue, but it's the same issue with English. Spamming is reportable. Flaming is reportable. Being obnoxious is reportable. But none of these things are a "foreign language problem" so much as an "asshole problem." They can be done just as easily in English as anything else.
Report people for these things. But don't fucking report people for speaking a different language.

Hey, fair enough. I missed that. My bad. It would be useful for the other statements to be more clear though, because they don't sound good. But yes, you're correct.

Why not keep the heal and damage the same but remove the bonus armor/mr. Would be a better solution imo. The guy wasn't designed as a tank anyway, but he is due to the stupidity of the bonus stats on his yell.

From my garbled understanding of Spanish it's not too uncommon for them to be making fun of me if I'm having a bad game. Just yesterday in a dominion game I played poorly and a Malphite said something about me and cancer. Note that they're not any MORE likely to rage at me in that situation than someone speaking English, but it happens.
If 3 people are standing next to each other in a conversation it's not polite to break off into a side conversation with your friend and exclude the third person. You're actively excluding them to their face without any explanation of why they shouldn't hear what you're saying. Since LoL is virtual the rules are unfortunately more murky because you and the strangers you're playing with are more likely to be on completely different pages. So there's more room for offense, though I do not condone the offense taken in these cases we're discussing.

I know for a fact that ~50% of the times somebody randomly starts talking German to his duobuddy it's a flame about another teammate. Other 50% are inane discussions about nothing.
In both cases, the correct course of action is still ignoring it and keep talking english. But it's kinda funny if it happens and the flamee also talks german. "fun" in a trainwreck, losing-the-game sort of way.

Not because i dislike talking in any other language, but simply because the odds are high that at least 1 guy in a team of 5 doesn't speak whatever the second language is.
Note that doesn't mean i won't say a sentence in another language if I want to adress my duo partner specifically (usually something along the lines of: "wtf are you doing". I don't bother flaming teammates in any language, the most i'll do is start swearing on skype (where only my brother or whoever is playing with me has to suffer through it).

For me it's simple: If it's relevant to the game, it should be in a language everyone can understand, so talk english. If you talk french/german/spanish/whatever it therefor can't be relevant to the game and only clutters up the chat and obscures mia/ss calls, buff timers, etc and either distracts people from the game because they have to constantly look at the chat in case someone says something important or it makes people ignore the chat which completely hinders any relevant communication.
What would you say if people constantly kept pinging somewhere randomly? It's basically the same, it's removing one path of communication from the game.
I don't care about the occasional line at the start of the game, i often understand what the others are saying anyways, but if the chat lines are just rolling by all game long, it annoys the heck out of me. I don't even make a difference between people speaking german (my first language), french (which i learned 15 years ago) or russian (i don't understand a single word), i hate those that babble ingame in any non-english language with a passion.
If you want to chat with your friends, do it between the games or in TS/Vent/Skype.

If your message only has one intended recipient, it makes zero sense to chat it to the other 3 people on your team.

There is no official language of league. People dont need to speak english if they dont wish to. I dont speak at all most games. However I also do think people could use somewhat "thicker skin" perhaps its because I come from a fps background.i just think a lot of people are overly sensitive.
