It would have to be a matter of efficiency, and how much you could get "away" with it, obviously. 800 gold~ (assuming this was the price), offers you just enough stats to still play passive in lane without getting stomped out; in theory would be pretty good, that' why we see a lot of top laners get HoG, even though they might not necessarily build it into a randuins.
