Assuming the stats remain as they are, it's important to note that building Brutalizer into Black Cleaver only yields +20 AD and the passive. There's no mention of Attack Speed at all, and no increase in the Flat Armor Penetration or CDR. Depending on the cost, and other trends in itemization, this item's usefulness for AD carries early on is potentially very limited.
It's very hard to judge for certain because there are too many changes coming in Season 3. This is like looking at the new design for a window and attempting to extrapolate the entire blueprint for a house. The possibilities, however, are intriguing.

they probably have given up working on it fast since most people ar e asleep right now and cant cause trouble on reddit/forums.
i mean, the last twitter status was like 3 hours ago "servers are up" and between that and now there were 2 more downtimes and constant busy status.
