I think the general consensus is that she is optimal mid, but her jungle is so fast and easy that it's totally worth it. She requires getting a bit fed as an AP assassin jungler, but she brings some good things to the table as long as you don't need a tank or (hard) initiate.

But hey, she's stupid fun and has multiple potential roles.

I was thinking something like:

None of the AD carries are average/weak, it's just that no one bothers playing them but aphro.

Sivir is actually pretty strong right now competitively because she pushes towers like no other and her whole kits is perfect for midgame fights (Spellshield, MS+ passive, Ult for your bruiser top/jungle, op Q range poke, W auto resets).

I would move kog up one more after his perfect showing at worlds. On the flipside ez did pretty poorly at worlds.

varus is a lot better then people give him credit for. i wouldnt pick him against blitz or taric, but against the ad's he outranges he is really good.

wow, just bought rengar and instant 4-1. such a fun to play champ but grossly op in lane. do you max e instead of w after q? i found myself doing it even in the jungle, most of the damage is coming from your autos anyway, so the little dmg that w has (like 250 at lvl 5?) and the bad scaling on the resists dont seem worth it in my opinion and it has a way longer cd. mid-lategame maxed e does more singletarget damage and provides as a nuke at later stages with sth up to 400dmg with a bt iirc.

Ezreal, Graves, and Corki are powerful by means of having much more powerful midgame teamfight ability than the other carries in a metagame that favors teamcomps geared toward midgame teamfighting. This does not mean they are "better". It means they are more suited to the most popular strategies at the moment.

Every carry still maintains a level of appropriateness in the teamcomps they excel in (well, except Urgot who practically speaking was probably overnerfed). It's just that by and large those teamcomps are not all that common right now.

I'd hesitate to nerf Ezreal/Corki/Graves simply because they're likely to fall out of favor if some other factors shift the metagame toward supporting later-game oriented ADs again.

I feel like AD Carries break down like this:

-Overall good at every stage of the game, fits with every support and nearly every team comp
Ez, Corki, Graves, maybe Sivir

-Needs to win lane and snowball from there
Draven, MF, Cait

-Needs to survive to late-game and have specific supports/team comps
Vayne, Ashe, Tristana, Kog'Maw

-Kinda weak
Twitch, Urgot, Varus

With all that said...
The third tier seems especially difficult to play in Solo Q, as current popular supports are really aggressive (Leona/Taric/Blitz, possibly Ali if he's not banned).

The one thing that makes Varus look weak is that people are playing him bot lane when his kit is more suited to him being played mid.

Tristana pairs well with aggressive supports. She just has a hole in her teamfighting ability midgame that picks up drastically after she starts completing major items.

Do not underestimate the rat. Twitch has as much if not more damage potential than Kog or Tristana (Bit lower than Vayne or Draven).
His biggest problem imo is his difficulty in early trades. Lategame he is a monster.

This is the closest to my "tier" list. Ez is not the best because he is "the best" he is the best because he is the safest. That said,Vayne's lategame is IMO not strong enough to justify her weak earlygame.

Edit.

To clarify on Vayne, I think Vayne late is strong, just not hypercarry enough for the earlygame struggles (and also can't AOE farm even lategame, which hurts).
