If you're on a smurf, it's probably not worth getting mr/lvl blues. You want flat on everything but jungler, basically, so it doesn't seem efficient. | ||

Flat is the safe choice. If you need more MR lategame, you can always buy it. If you need more MR earlygame, it's not going to be that easy. And you're not going to suffer a ton from the few MR you might lack lategame. | ||

When you're a tank and don't really need the MR in lane. So basically if you are really set on getting MR (which you do with tanks) but you are facing mostly physical damage. Also if you're a jungler who takes MR blues, like say amumu. | ||
