Shields are simply more difficult by their nature.

A good team might force a short exchange everytime a shield goes up but for the non-coordinated random que that's not exactly realistic.

At level 3 it's 75 HP + 5% missing HP. For it to be equal to level 3 astral blessing (which has a shorter CD at this point) you'd need 2700 HP missing.

At level 11 astral blessing heals for 350 and has a more or less equal CD to your own heal. Assuming a Karma with no HP for extra AP, you'd heal for 135 + (5% + 2%) and the missing HP would have to be 3000 to equal Soraka heal.

Karma heal is AoE but in terms of protecting your carry that fact is unhelpful. It is more of a clutch heal than anything else and Riot's nerfs to other heals have done nothing to change that.
