Still wouldn't have won you the game: Your enemies can coordinate better too.

I'm still not too familiar with all the LoL speak, whats an off-tank, and how does it compare to a true tank or a tanky dps?

True tanks tend to have more CC, be more support-oriented, and are generally really bad targets to focus your DPS/burst on because they'll take it all and then their team will kill you. Tanky DPS are exactly what they sound like, except that in principle they tend to give up support/cc and some survivability in exchange for being a significant damage source that can't be ignored (unlike a tank), but they still aren't an ideal focus target due to their beefiness. An off tank as far as I can tell is basically a tank or tanky DPS that dies too fast when it's focused.

That said I think the role of most "tanks" is to pull aggro from your carries (another term that doesn't really apply too well to LoL), while the role of tanky DPS or off tank is to be able to wade through the enemy team and beat on the other team's carries. So tanks and tanky DPS both build mostly survivability but tanks naturally have lots of CC, while tanky DPS just does lots of damage without items.

I don't know if I should buy him and try him out, wait until hes free and buy Galio or buy another champ alltogether (I do plan on getting Galio soon, just making sure that I have other options if Shen/Galio are banned)

Gragas is not weak, but he eats up a solo lane and doesn't carry hard enough at the end of the day.

I don't know if I should buy him and try him out, wait until hes free and buy Galio or buy another champ alltogether (I do plan on getting Galio soon, just making sure that I have other options if Shen/Galio are banned) Any money you spend on ap will make you less tanky. You can go more tank, you can go more ap, it depends on how much your team needs damage from you. If you buy lots of ap you will not be even slightly tanky, you will be a straight up caster. I can tell you gragas is SUPER fun. He has an attack speed slow and a move speed debuff so he's good at pushing around carries and keeping them from killing your peepz in fights. Not amazing at fighting tanks, not terrible at it either. I always wait for a champ to be free before I buy them. My understanding of the terminology is that an off-tank is a champ that disables and controls the flow of a fight like a straight up tank, and gets into the thick of things, but can't take a ton of focus fire. A straight up tank wants to absorb all the enemy team's damage, off-tanks want to prevent the enemy team from outputting it, for example with cc or by chasing the carry around. Tanky DPS is like an off-tank but with less cc and lots of damage.
