Worst shit, it shouldn't be illegal to name your kid anything you want. But it should be considered neglect or whatever and then the child should be asked and allowed to change its name if its over 6 years old or whatever.

And how would you go and decide who gets a license and who doesn't? It'd impossible to regulate, that and it'd give the government power over who can get kids and who doesn't which is just wrong. I use what the fuck when I see fit, like when someone uses a thread to suggest rediculous ideas. I use it to express the sincerity my confusion, like why the fuck would you try and suggest such an idea without putting some thought into it first.
In response to your question: We would issue licenses much in the same way any license is issued ie gun car, boat, ect. if you are not familiar with the processes of recording/applying/issuing a license i feel there is little more i can do to alleviate your ignorance.
As for giving the government power over who should have kids; why not? Obviously its too much responsible for alot of individuals to have. Also i must point out that this agrument is about a personal belief i posses and not what i think is going to/needs to happen or something i would force on anyone.

In response i would agrue that while my idea is unrefined and unresearched it is far from thoughtless as i've spent much time and money sitting throught classes and attending sociology lectures brainstorming possible solutions to issues such as this. You do not have to agree with me, but you will respect my oppinion as it is every bit, if not more valid, then your own.

Laws of nature. It's a human being's natural inclination to be concerned about both his or her self-preservation, and to procreate. If you tell certain people they're not allowed to have kids (like say, anyone in the slums because they often grow up to be criminals [and this would of course be seen as a racist initiative given that most people living in American slums are not white]), they're not really going to care about any of the laws in the country anymore. Human beings want to live in society for their own benefits (safety and security), but you're basically saying the government should be allowed to take away the basic meanings of what it is to live as a human being. If you see what I'm getting at, I'm referring to Thomas Hobbes' theories (although he didn't give a fuck about offspring) and saying that even under an all powerful leviathan-like government, if you take away the only things citizens truly care about, they'll have no reason to obey. You can't order someone to kill themselves, and you can't order someone not to procreate. If you could, Hitler would have just told Jewish people to kill themselves and not procreate; He knew he had to force them.

I read somewhere recently...in Europe somewhere, possibly Sweden...some parents were trying to name their child something like Pcxxxkddzzkkccc11 or something like that.
The addition of numbers at the end were lolsworthy.
They got fined I believe.

touche', i agree. Your examples are extreme but are valid. I still beleive some form of mass control needs to be implemented, as many peopel fail their offspring, in order to assure the survival of future generations but perhaps licensing baby's is a bit too much.
