That is why eliminating income tax is the best move. Then, you jack up consumption based taxes and introduce tariffs when ultra rich people try to move their money from one country to another. Every contract in a civilized country is backed by the police force and court system funded by the government. Therefore, every contract should come with a tax. A person of modest means enters very few contracts. A business owner with 5,000 employees is in many thousands of contracts. Rich people should be paying far more in tax because they rely on the government far more than a person living in a small house.

IMO, this is the most effective method to 'tax the rich'.
