Im fairly certain they would be able to go after them as long as they continue to do business in the US while still hosting whatever content is deemed copyrighted. The specific location of the data center wouldn't stop them. Their may end up being more work arounds if they cant touch the data site directly, but it would also become a headache and a legal money pit for the company in question.

I know exactly why. They are lobbying against it because they don't want to be the police of the internet which is exactly what the bill wants them to do. They would be responsible for user generated uploads on youtube, on their user blogs, on google+ on anything. like i said it's not because it isn't allowed that copyright infringement isn't there.

This massive censorship of the internet seems more in accordance with Iran or China's ideals than the United States.
