I'd say that the silver surfer is more powerful as Dr. Manhattans is bound to the physical universe and the laws of relativity (The silver surfer can accelerate to faster than light speed). Dr. Manhattan could possibly disintegrate the silver surfer with a touch, but the silver surfer could absorb Dr. Manhattan indefinitely. It's all about who gets the first shot There are of course vastly more powerful beings than those two. VoirDire, your list is very incomplete - there are many more characters and levels than those you listed. I would advise you to take a look at the rankings ComicVine compiled for both Marvel and DC, they are quite well done (although one can always argue about the specifics).

Neither ranking is the definitive version since changes have been made to both to make them more accurate, but I haven't been able to find the best versions yet. Still, these two are useful to get a good picture of the various power levels.
edit: for example, the beginning of the ranking for Marvel should probably look more like this:
+ Show Spoiler +Tier 1 : 1st Class Beyond The One-Above-All Pre-Retcon Beyonder Thanos with the Heart of the Universe Protege Pre-Retcon Molecule Man Living Tribunal
Tier 2 : 2nd Class Beyond
Thanos with the Infinity Gauntlet Nebula with the Infinity Gauntlet Magus with the Infinity Gauntlet
Tier 3 : 1st Class Multiversal Abstract or Scale Eternity Infinity Death Oblivion The Phoenix Force The Alien Entity Infiniti IG Nemesis Genesis ( Sise-Neg)

DC's "The Presence" and Marvel's "One-Above-All" are the Judeo-Christian Gods of their respective universe. They are never seen, and they certainly aren't heroes, so they don't count.
That also goes for beings like The Spectre, Death, Infinity, The Living Tribunal, Galactus, ect as these beings are all neutral. Thanos with the Heart of the Universe was the most powerful being outside of the Gods in any comic ever, IMO. However he is a villain so he doesn't count either.

I agree with your list though. It's similar to mine.

gosh you all know goku is not the strongest warrior at the end of dragonball z right? gohan is. uub is potentially stronger than goku but hasn't yet realized his powers so Goku would probably place second.
goku is the strongest at the end of GT though but GT isn't like "canon" or whatever.

At first glance Dr. Manhattan looks like a solid choice, until you remember the movie where he actually states he might not be able to get all the nukes before they hit the US. AKA he has limitations.

They are in the comics, most of the people that you are familiar with are lower tier because the higher tiers dont have anything interesting happen to them, I mean, when you're one-above-all or living tribunal, you really dont have any villains going against you, so no storyline, most of the stuff are abstract, every time someone dies, death is there, but you dont really see them personified.

Only one problem with the intelligence argument: Superman possessed super genius-level intelligence and an eidetic memory (average people from Krypton already had genius level intelligence—they learned calculus at ten or eleven years). These enhanced mental capabilities were a direct result of his exposure to a yellow sun. Superman also possessed the mental ability to screen out the enormous amount of information received by his enhanced senses and to focus on a single detail such as a particular voice or location.
Not to mention Superman travels at the speed of light, even if Batman has kryptonite how is he going to win when Superman can keep his distance and shoot heat beams at super high speeds? He has tons of options to beat Batman kryptonite or not.
