I'd say that the silver surfer is more powerful as Dr. Manhattans is bound to the physical universe and the laws of relativity (The silver surfer can accelerate to faster than light speed). Dr. Manhattan could possibly disintegrate the silver surfer with a touch, but the silver surfer could absorb Dr. Manhattan indefinitely. It's all about who gets the first shot  There are of course vastly more powerful beings than those two. | ||

Mentioning Goku is ridiculous he's killed off like 10 times during DBZ, not quite the OP broken type you know, and he's not coming back because he has an OP ressurection skill but because of the plot-trick dragon balls magic. And he had/has that heart disease thing, seriously, not even top 20. Well Goku was killed many times, in a Universe where everyone (yes, everyone) can easily destroy a planet. And Goku is so powerful he could destroy the universe, anytime. And saiyans can go to outter space. | ||
