Easy solution. Tell Corporate America that if they can build, maintain, launch a colony they can keep the profits of mining etc. from said Colony. | ||

Mars does, the Asteroids in the Solar System certainly does! A colony on the Moon could be used for things such as exporting materials back to Earth. | ||
