Lich is often a carry.

Carry can differ from hero to hero. And lich most definitely could not carry with DPS items, but with others.
Lich can carry with a dagon/mek though and by going 14-0 and being a staple that keeps another team afraid of attacking. Lich can carry the team by racking up kills with wards and pushing before other carries have a chance to build up.

A lot of hero's carry, but carry differently. They don't all have to be DPS machines to carry. That is just the traditional sense of it.
In our games we've seen plenty of hero's 'carry'

mirana - sf - necro - lich - warlock - omni - ES - tide - lich - lion - lina - leshrac - both pandas - bounty - riki - TB - AM - furion - tinker - sven - ezalor - etc... we've seen almost every hero, if not every hero carry a game or be almost the sole reason why X team won - or nearly won. Of those weaker late game heros though, Tide is certainly one that continues to get stronger and stronger as the game goes on. As a radiance+shivas+refresher on him can be absolutely devastating and often give him triple kills or more.

But granted while we've seen nearly each hero carry in one way or another, yes yes, he is not dragon knight - terror blade - skeleton king etc with big DPS items.

Lich is not a carry. Tiny, for instance, can also go like 9-0 in a game, but he won't be finishing the game if it extends to late game.

Lich can carry a team to a victory, yes. But his general role is not to carry but to support. A carry is not a hero which through excellent play is the main reason for a team's win, that is just a hero excelling in their given role. While some heroes can be slightly modified from a normal item build to become carries (dagon on lich being the example from testie) they are usually better served by supporting a hero who's natural abilities lend him to carrying. A lich who supports a luna and allows that luna to get the majority of the kills they are both involved in instead of dagoning for the kill will see a luna with treads, HoD, 2xwraith, and a bkb around the same time that the lich would be getting dagon anyways (assuming lich is smart and finishes his mek first), and is there really any debate as to which one of those two would be the stronger carry?
