I tried that exact same strategy and Madagascar still closed their fucking shipyard. | ||

Get Sneezing/Coughing, evolve airborne, get max heat, then 1 drug and cold resistance. Once a few more people get infected get waterborne and insect. Evolve all resistances to IV. Then once the whole world gets infected, ramp up the Tier IV Fatal Symptoms!!! | ||

 other small island countries at least have more than a damn shipyard that closes the instant the disease leaves the original country. worst country=madagascar, best starting=madagascar ;x although it takes forever for the disease to get off that damned place. | ||
