Those tiers sound about right, though I'm skeptical about Taokaka's position in there. But the ones around the middle tend to be juggled around the most.

I forget the rest but Bang is kinda crap, as well as Tager and Carl.

At least Bang vs Hakumen is totally in his favor!

The order in each tier might not be correct, since I'm rewriting this from memory. Also, I can't remember if Ragna is A or B, but I do remember he's been falling.

Taokaka is high-tier because she has only one bad matchup (4.5 to 5.5 vs Arakune), high speed, and combos that are very difficult but deal high damage. The developers intended her to be a fast character with low damage, but with creative use of her drive attacks and her taunt, she can achieve high damage. As a joke, the developers made her taunt increase the damage of the remaining hits by 25%. Turns out it's possible to use her taunt in combos, which leads to big damage.

Also, looking at the players who have qualified for SBO so far, the character counts are:

Arakune: 7
Rachel: 6
Nu-13: 5
Jin: 2 (+1 American, Kidviper)
Noel: 2
Bang: 1

I excluded Kidviper because he qualified in the US, which is notably easier than qualifying in Japan. RobNana, however, got no such break.

(Well, different regions in Japan have different skill levels, but whatever.

)

MC: thanks for the tier lists. So basically, Heart and Mei-Fang are top, while Dorothy, Fiona, and Catherine are bottom, and the tiers are relatively close.
