If you're lending money which you are not comfortable losing get the agreement to lend money in writing in a simple contract. Worse case scenario you go to a district court and you get your shit back.

Well what's done is done and there's no going back now. It is very clear that if you want your money back you should talk to her. Just go to her and ask it nice and convincingly.

oh well doesn't matter, i don't care that much call me naive, i thought a friendship was worth more than a few hundred bucks and if she just said 'listen i just cant pay you, im really sorry' i wouldn't have given 2 flips and forgot about it. but repeatedly saying 'yeah ill pay you asap, right after X' and then never actually going through with it, and never bringing it up to say sorry for messing up the promise or whatever, that doesn't fly with me.

Lending/giving money to ' friends ' : Lend money only to someone you consider a really good friend, and that you know that in the back of your mind will probably pay you back in a timely fashion or some other favor equivalent to that monetary amount without you asking. If they don't its not a big deal since they are your good friend. In 100% of cases in my personal experiences they have returned the favor with A) Repayment or B) Lots of gratitude. You have to be pretty confident in your own judgement of what a good friend is.
If they don't pay you back or somehow dodge you as this girl is doing there is no question on what you should do. Never talk to her again.
