Nope, since his team is relatively small and does not have the resources to put a standalone DotA game out on the market, Icefrog pretty much made S2 his bitch. After talking with him, he knows a lot of stuff in DotA is pretty flawed and is limited by the War3 engine (like triggered heal mechanics and the pseudo RNG). So he let S2 drop HoN using a lot of concepts from DotA, see how it would fare, then cashed in or will cash in on it with Valve.
Overlap or not, he's pretty good about keeping up with the community, a lot of the changes in the recent versions came directly out of the cesspool that is the Suggestions or Balance Debates sub-forums over at Playdota.com. For example and a shameless self-plug, the Blink Dagger nerf was courtesy of me and a few others back when dota-allstars.com was still the official site, he liked it and implemented it. So he'll probably get lots of people playing just out of the sheer fact Icefrog is synonymous with DotA.
For a small team with only a handful of staff, he's handling it pretty well considering the volume of shit that gets suggested. Plus he still has to do whatever pays the bills and feeds the kids.
