It's able to pick up spawns outside of its range as well. Previous scans from other areas are saved from what it looks like. It helps when theres 30+ people hanging out at a tri lure scanning around as well.

Dratini just doesn't spawn in my city consistently. Can't camp an unpredictable spawn. Our Pokemon hot spot is the Alberta Legislature and it is the source of everyone's Dragonite. The stops at the bottom of the hill are lured basically 24/7 and Dragonite spawns almost every day in one of those lures. I have just never been lucky enough to be there when it happens.

im pretty sure lure spawns arent trackable as it is exclusive to the lure. the dragonite probably spawns there regardless of whether there is a lure. the lures are there because people just flock to the spot and want to camp it you could try incense at the spot and see if you get lucky though. i personally know someone who popped an incense at lvl 9 at a train station and she spawned a dragonite from her incense. we know it was from the incense because no one else saw it and the weird thing was the train station NEVER spawns any of the dratini family either

I think a lot of the big rares (Snorlax, Lapras, Aero, Dragonite) have an incredibly small spawn chance in most areas regardless of biomes/other spawns.

To be fair, these guys might evolve into something decent when generation 2 is released, so worth keeping a high IV if you find one
