I don't know about your clock but the twitch one is around 20 seconds behind the official U.S. time clock (which I assume is supposed to illustrate the lag time).

Nope. Garchomp was Uber from damn near the beginning, right from Diamond and Pearl. As soon as they realized that Jolly Swords Dance/Outrage/Earthquake/Fire Blast with Yache Berry outsped and killed everything that could switch in on it before it could kill them as long as it had Stealth Rock on the field. Except Vaporeon. And in D/P at least, all trainers made sure to get Stealth Rock down and force as many switches possible. How effected you were by Stealth Rock effected your usability in D/P.

Not the guy you were asking, but check out the tiers. If I recall correctly, Salamence got uber later on, but Garchomp sort of fluctuated between uber and OU throughout the competitive lifespan of GenIV. I know he hit the banlist before Platinum's release, back when Deoxys-S was still OU and Arceus still hadn't been officially announced to the plebeian non-Internet users, but I think he came back briefly at some point. I played pretty much every day from the first month of Diamond/Pearl through about the first month of Heart Gold/Soul Silver, but my memory is kind of hazy, so take this with a grain of salt.

Yeah, but I was talking about near the beginning of Gen IV. Gen IV had D/P, Platinum, and HG/SS. Being banned a year into D/P (April 2007 through August 2008) is still near the beginning of Gen IV.
