Seems like it would be better to get something with + 2 resists and decent mitigation rolls (or one resist and a mastercraft). You might be able to get more mitigation on Devoto's and the attack speed is nice, but with Quill Rain I think the gains from that are fairly marginal. Also, Devoto's seems awful expensive for what it gives.
Re: the jewel, I don't think EA counts as a spell? Also real nice on Firestorm

im fairly sure the MS(and AS) is what gives it value. i mean, it gets kinda cheap as the league goes on, but anyway as EA i get a fair amt of mitigation on other pieces as we don't have damage rolls other than AS and like maybe fire%.

If you want I'll sell for 1 exalt. Also you get devoto's almost entirely because of the attack speed and movespeed, with it I have 100%+ movespeed with just a basic flask on and my boots. Quill rain ea isn't a build that scales particularly amazingly on single target so while it is possible to make it work in later maps I found it best at tier 9+ to just kill everything else but the boss unless I could get it next to a wall. I know it's possible to get a thicket bow with +3 bow gems on it and go for an ignite build but even with that (and thats very expensive at this stage) it's nothing in comparison to tornado shot.
Tbh the state of bow abilities is fairly poor in terms of single target and flat out ridiculous on aoe.

Dunno, at least with bow builds you can run 2 5+Linked attacks
wands get ur chest for aoe and are stuck with 4l single target
although post-puncture nerf yes single target feels a lot worse than it did

You're right, extra MS and AS is really nice to have for EA but the real reason is the dexterity roll.
Most EA builds don't really reach Ranger side of the tree so they are stuck with strength nodes 90% of the time. Getting 60 dexterity on a single piece is like god send. It opens so many possibilities on other gear.

I have no idea, he just told me he'd bought 11 in the last day so I'm reasonably sure it was him. His checklist was basically:
Anything below 1.5 ex he'll snap buy
Anything within 10% perfect armor and 5% perfect chaos he'll buy for <2ex (so I should have sold it for 2ex lool)
Interesting dude, no idea how he has so much money in 5 days but good for him I guess.
On the other hand I just got a rats nest for 1ex thats 24% iir and 67% crit, gonna try and sell for 2ex or use it, I don't really mind.
