Imo that is the best transfer of the last years in terms of price/performance, Özil is worth so much more than that. But there are reasons why he was so cheap: he really wanted to go, he had only 1 year left on his contract, and Bremen is/was in desperate need of money because they invested a lot of money into their stadium in 08, so they were kinda forced to sell him for that price. Just to reinforce your point, there are many things to consider regarding transfer fees.

Yes english teams have a max number of foreign slots, which was meant to make them bring through more english but conversely it just made the price of english players skyrocket.

England is not alone on this, they just have the smallest pool of talent compared to their financial means. The UEFA has similar rules for their competitions to encourage local training of young players. The rules may not depend on nationality however, as this woúld be illegal within the EU.

i believe uefa continental competition registration requires you to have at least 4 players trained at the club for 4 years between the ages of 15-18 and 8 players trained in the country for the same age period/time. (all players under 21 (maybe 20?)) don't have to be registered.)
also swansea so lucky first half.

and now aguero is showing some amazing stuff, although 3-0 goal is about as close of a call as it could possibly be. swansea being demolished now though, but they've shown a desire to play nice football, definitely something blackpoolish about them.

sliva-aguero combination is looking scary already

A fun fact. Apparently, Vorm has made 11 saves tonight - which is more than any keeper managed in a single game last season. Of course, that doesn't say much about Swansea's defense... If I recall correctly, Blackpool's keeper also had a large amount of saves last year due to the pressure put on him and they eventually went down. Best of luck to Swansea, they'll need it.
EDIT: Make that 12 saves. And 4 goals conceded - Ouch.

aguero 2 goals and 1 assist in 30 minutes of playtime in his first match.. pretty promising lol.

balotelli is a fantastic player though and adds depth so i dunno why you would say that

i feel a little bitter chelsea haunted for aguero about two years and he is raping swansea in man city shirt now...
