Well, Oni is probably around Ken's level imo. Not that high, but good enough for a good player to win against anyone with them.

Talking about Viper, I finally figured out how to do super fast seismo feints like Latif / wolfkrone, but doing it with the 3P button is way too risky.
You're just flicking between forward and down foward at fast speed while piano-ing the punches buttons.
But doing it with more than 2 buttons cause your Ultra to come out if you fuck up an input. So you need to do it with MP and HP, but it's really high dexterity.

It's both. Oni, like most of the "quiet cast" really, is just fine when played by someone decent. Noocta's comparison to Ken is really good actually. A character you don't see that often, but when they show up you still respect, and when they BLOW up it's like "damn they good?!". Oni and Ken, another few examples off the top of my head would be Guy, Juri. There are definitely a subset of characters that get played very little but are threats. Slept on hard.

SF4 has some top tier, but the rest of the cast is really really close to each other in my opinion, and I also think in the past few months the gap between the top and the rest is shrinking as well.

Noocta I'll have to try that seismo thing. Just plinking/alternating M+H and wobbling the stick from down to down-diag? Doesn't seem like that'd work @_@

Well, it's just using the shortcut for the seismo motion that is faster to use.
636 HP > HP+MP and repeat.

It's really not a fundamentals of her games to be able to feint as fast as Wolfkrone or Latif, but it's pretty.

Like here.

One thing that's annoying about playing Viper is the ridiculous amount of extra work you have to put into buffering. A lot of characters, like Sakura for example, can just do 3+mk23+hp for every mk they throw out, and if it hits you get an automatic Shouoken. With Viper you want to buffer a lot more, like 323+hp29214+hk for the sjc burnkick follow-up to any seismo hit. That's not even counting the new stuff like kara canceling your HP thunder knuckles or sjc meterless focus canceling.

You mean with the special cancelable start up frames of far HP ?

It's pretty crazy how much stuff you need to learn before even starting to learn the character itself in matches though. Meterless fadc is the only thing I don't have down with her right now.
Annoying because EX seismo meterless fadc is the most common way to land your Ultra mid screen and pretty much required for higher level of play.
