I haven't played it in a LONG time, but the big feature of it is how much modding there is. Simtropolis.com was the site I used, and it's still up there. You can create super nice cities with all the custom building and stuff hosted here.
I didn't really play the simulation all that much tho. I just liked to create pretty cities :p

Yes, it is one of the better PC ports for games recently. The game allows you the option to be stealthy or play action. A nice improvement from Conviction.
