The text is almost exactly copied from the SC2 beta information e-mail, except with most SC2 references removed (as well as much of the supporting information and instructions). For comparison sake, here is the offending paragraph from my SC2 beta e-mail:
"As a beta test participant, you’ll have the opportunity to experience the multiplayer gameplay of StarCraft II: Wings of Liberty and explore the social-networking, matchmaking, and other new features of Blizzard Entertainment’s revamped Battle.net® online-gaming service. Notice any similarities? Chances are the key posted was a SC2 beta key as well (I get the same message copying one of my invite-a-friend beta keys from the SC2 beta)

Well there is a little balance for pvp and pve i mean if one class is clearly better in one area or another kind of shits on the game. Still probably someone just trolling people by putting out a random cd key.

This is normally true for the majority of beta players, but they did promise 1000 keys to randomly selected Blizzcon '10 attendees. And like the Blizzcon 08' attendees that got SC2 beta keys through e-mail long after putting in their goodie bag keys, I think it likely they may send keys out for those 1000 (but I could be wrong, maybe they will still be able to link directly to the account).

for the beta opt-in program they flag your account
I got a key to use for SC2 beta with a pre-order, and a key to use for WoW-Cata by being an addon developer. I believe press access is through keys too.
The majority of beta access for the general public is from account flagging though.
After thinking about the skill system, I actually think this is the better way to do it.
An easy way to label the two systems is the Diablo 2 system, and the Guild Wars system. When Blizzard used the Diablo 2 system in testing Diablo 3, all players would max out their tier 1 skill until tier 2, then respec and max that out, and so on. This makes sense; imagine you're playing Diablo 2 with infinite respects, playing any direct damage build you'd max w/e damage ability you have at your disposal and only that, doing exactly what they saw in testing.
In the Guild Wars system, you have all the skills, but actually get to decide what build you will use. Blizzard has said there's 8 different types of skills, from aoe to dd to cc to escape etc., and that makes for a lot of combinations with subtle nuances. Any person who played Guild Wars knows what I'm talking about.
Popular builds are unavoidable, and in that regards it just prevents busy work that isn't something hardcore people should be proud of. Being patient enough to not spend attribute points until you see what gear you have doesn't make you good at the game, it makes you patient (I did that multiple times so don't think I'm just flaming good players).
Initially the feeling when you hear skills are gone is a bad one undoubtedly, but when you realize you can only have six skill points and one passive or w/e it is and give it some thought, it's arguably an improvement.
The runestones of course add a lot more depth than people give them credit for, making an attack anything from a cc to an aoe to super dd, but that's besides the point.
I really like skill system just so that I can spec according to my teammates. If I'm playing a barb and teaming with two wiz and a hunter, I might put defensive gear, and go for all cc skills with one damage skill with defensive passives. However if there's a monk on the team who can draw away some enemies, I might try out the crit barb and carry an escape and a cc. In D2, it's more just go all-in on a single damage skill, and hope it works, but fortunately this works because there isn't a single place in d2 that requires a great deal of teamwork to complete. Blizzard has stated that there will be a lot of emphasis on the co-op aspect of pve, so I'm hoping that players will need to strategize their builds and team composition before they enter a tough battle.
