The following records are from Jan 1st 2006 to Dec 2nd 2006. They include all TV matches (Proleague, OSL, MSL, ODT, Survivor League), preliminaries, and WCG. They do not include WCG matches with foreigners.
1. Hwasin 19-9 67.8% !? we knew he had good TvZ, but to see him at the top of the list still is surprising. During the MSL group selection, several Zergs didn\'t want to meet him (until Savior took him into his group ; )), I understand that much better now. 2. Light 24-12 66.6% !? Same thing as with Hwasin. Particuarly surprising is the number of games, only Nada has played more TvZ than him. 3. Xellos 21-12 63.6% :O When\'s Xellos been this good lately? If 1/3 of the all players are Protoss, the chance that the lack of Protoss players in the top 10 is due to chance rather than imbalance is 1.7% ((1/3)^10). If only 1/4 players are Protoss (as some people say they're less popular anyway), there's still only a 5.6% chance ((3/4)^10) that the lack of Protoss players in the top 10 is due to chance.

Dang, I knew IriS was getting crazy good but I never would have though he would statistically be the best Terran. I still think XellOs is the best. Then NaDa.
I'm pretty sure the 10 or 11 players of each race were chosen by the guy who made the statistics and he didn't necessarily take top 10. Free, Much and Daezang probably have higher stats then Reach and Rainbow for example.
The problem with these stats is that they don't take in count the level of the opponent. Losing 3-2 to Nada is probably harder then beating Casy 3-2 but with these stats the later one score more points. So I'm not suprised to see so many "new" player with high stats (Bisu, Jaedong, Light, TT). They didn't constantly play in the Starleagues, so you could reasonably argue that their stack of opponent was weaker (on a year long basis).

How does this work? Does every professional sponsored player on there have to play against every other pro and then its kind of like an open season between these guys?

No, this is an inofficial ranking done by a fan.
Progaming is divided into three (major) leagues. Ongamenet Starleague, MBC Starleague, and Proleague. The two Starleagues are a tourament for the best players (Ongamenet is 24 players, MBC 16 players). There are seperate leagues to qualify for Starleagues. Proleague is a league between the different pro teams.
What this fan did, was collect all the statistics of all the different leagues and compile them to a ranking. It's not necessarily an accurate rating because you don't get more points for winning a Starleague final game than winning in a Survivor League game.

well i'm pretty sure he chose the top 10 or 11 players of each race by taking everyone that was in top 30 kespa
and since there were only like 9 protoss gamers in the top 30 he added the next highest ones (according to kespa) i think....
ironically there were too many zergs so he left off sigamari
