It is indeed much lower than westerners, but I get the feeling that it's much higher than most idol groups.

Remember is is dsps side of the story, so he actual amount is probably somewhere in between. Also, Kara makes more because they are more popular than most idols so get more in album sales, cf deals, etc.
The money is much less than the us because the market is smaller. It's rare for any Korean artist to hit a million sales whereas any half popular act will do so easily in the us. US ad campaigns pay out more, etc., so although there probably is a bit of exploitation/lower rates than the US a lot of it is due to relative size of revenues generated as well.

You're imagining things. Why would idols get paid much money? Idols are made by their entertainment companies. Idols are carefully crafted products by their respective companies. How they look, how they act, that's all planned by management. There are plenty of girls in Korea who are pretty and talented at singing. Lee Soo Man can choose any of them and make them a star. So why the hell would the entertainment company pay a lot of money for a commodity? SM Entertainment can offer their trainees 13 year contracts and $200 a month of allowance money because they can. If the trainee doesn't accept it they will just offer it to the next trainee. If the trainee doesn't sign the unfair contract, she/he can't debut.
