If it didn't have to be "like" Arakawa, anime like NHK and Uchouten Kazoku are pretty wacky/with some romance, with the former being more "weird" than the latter. It's hard to find similarities with Arakawa because it's just one of those >let's add a bunch of haphazard characters with subversive quirks and run with it, and so it occupies just a weird/unique kind of space that's hard to fill.
That being said, I'd say NHK might scratch a similar itch. It's got weird characters with weird interactions and funny subplots and arcs. A weird "romance." More complex/implicit things that aren't really spoken about. etc. etc.
Most of the Shaft anime are weird, even things like Hidamari Sketch has this weird off kilter pacing to it despite it just being about comfy art lifestyle, but those don't really have any romance.

Jinrui kinda counts. Kamichu definitely qualifies. Working also counts I guess, though I don't like the later seasons.
Another is a silly comedy with weird romance undertones.

I was gonna recommend Working because it seemed like Emnjay's jam, but it's not weird like Arakawa is but I guess like NHK it scratches similar vibes, maybe even more so with Working.
Kamichu is great. It's adorable.

I already saw working and it was ok.
I knew it was asking a lot to see if there was another “Arakawa” out there. Uchouten is nice too though, just no romance. I like the feel both Uchouten and Arakawa has, very down to earth

I mean it's not the central focus, but it's a pretty big subplot with MC/Kaisei especially in S2, and it's not like Arakawa is mostly romance either.

Maybe watch Black Butler? I haven't seen Arakawa though and I'm going entirely off how people described it in this thread then was like 'Yeah, Kuroshitsuji is funny and kinda weird and has some romance right?'

Speaking of Shaft around that time, theres also Maria Holic but again not sure if thats quite what he wants but it ticks most of the boxes too.

shit's good, i know they don't keep it throughout the episode, but that lip syncing in the first couple of minutes was a huge surprise. totally forgot they did that, and the general quality of animation throughout was great
so comfy

Why do so many anime explain Schrodinger's cat?! Who cares if you can't know whether the bloody cat is dead or alive?? Do these anime directors think it makes their show intellectual or something? I feel like one of those water scales where the number of anime badly explaining this thing finally tipped over and unleashed my rage
